This chest belongs to a friend, I have no information other than what appears to be “Eagle Lock/Terryville” on the lockset. I apologize for the poor quality photos, but hope something definitive is noted.

Eagle Lock Company was in Terryville, CT, and closed in 1975. It was a company that made locks and catches, not tool chests. Their products were used by almost every manufacturer of machinist’s tool chests and cases. Your friend’s tool chest is most likely one made by SIPCO (SCHARTOW Iron Products Company out of Racine, WI.) The distinctive mirror frame and the shape of the corner brackets suggest that.
